इस योजना का उद्देश्य वांछित उम्मीदवारों को अच्छी कोचिंग गुणवत्ता प्रदान करना है ताकि वे प्रतियोगी परीक्षाओं में उपस्थित हो सकें और सार्वजनिक/निजी क्षेत्र में उपयुक्त नौकरी प्राप्त करने में सफल हो सकें।
कोचिंग के लिए पाठ्यक्रम
जिन पाठ्यक्रमों के लिए कोचिंग दी जाएगी वे इस प्रकार होंगे:
संघ लोक सेवा आयोग (यूपीएससी), कर्मचारी चयन आयोग (एसएससी) और विभिन्न रेलवे भर्ती बोर्डों (आरआरबी) द्वारा आयोजित ग्रुप ए और बी परीक्षाएं;
राज्य लोक सेवा आयोग द्वारा आयोजित ग्रुप ए और बी परीक्षाएं;
बैंकों, बीमा कंपनियों और सार्वजनिक क्षेत्र के उपक्रमों (पीएसयू) द्वारा आयोजित अधिकारी ग्रेड परीक्षाएं;
कोई अन्य ऐसे विषय, जिनके बारे में संस्थान समय-समय पर निर्णय ले सकता है, में प्रवेश के लिए प्रीमियर प्रवेश परीक्षाएं।

प्रतियोगी परीक्षाओं के प्रकारों के बीच स्लॉट का वितरण
कुल उपलब्ध स्लॉटों में से 60% उन पाठ्यक्रमों के लिए आवंटित किए जाएंगे जिनके लिए योग्यता परीक्षा स्नातक (स्नातक स्तर) है। कुल स्लॉटों में से 40% उन पाठ्यक्रमों के लिए होंगे जिनके लिए योग्यता परीक्षा कक्षा 12 है।
आवेदन हेतु छात्रों के लिए पात्रता मानदंड
ऐसे सभी वांछित छात्र जिनके परिवार की सभी स्रोतों से कुल आय 8.50 लाख रुपये प्रति वर्ष या उससे कम है और जो संस्थान की तरफ से इसी तरह की किसी योजना का लाभ नहीं उठा रहे हैं, वे ही इस योजना के तहत लाभ के पात्र होंगे।
छात्रों को उस प्रतियोगी परीक्षा की योग्यता परीक्षा में न्यूनतम अंक प्राप्त करने चाहिए जिसके लिए कोचिंग मांगी जा रही है, जैसा कि उक्त प्रतियोगी परीक्षा के दिशा-निर्देशों में निर्धारित है। हालाँकि, यदि छात्र अभी भी उक्त योग्यता परीक्षा के लिए उपस्थित नहीं हुआ है, या यदि छात्र उपस्थित हुआ है और परिणाम घोषित नहीं हुआ है, तो योग्यता परीक्षा से ठीक पहले बोर्ड/डिग्री परीक्षा में प्राप्त अंकों को ध्यान में रखा जाएगा। यदि प्राप्त पात्र आवेदनों की संख्या दिए गए स्लॉट से अधिक है, तो चयन योग्यता परीक्षाओं में प्राप्त अंकों के घटते क्रम में किया जाएगा।
जिन प्रतियोगी परीक्षाओं के लिए योग्यता परीक्षा 12वीं कक्षा है, योजना के तहत लाभ केवल तभी उम्मीदवार को मिलेगा जब उम्मीदवार ने योजना के तहत लाभ प्राप्त करने की तिथि तक 12वीं कक्षा उत्तीर्ण कर ली हो या 12वीं कक्षा में अध्ययन कर रहा हो। इसके अलावा, उन प्रतियोगी परीक्षाओं के मामले में जिनके लिए योग्यता परीक्षा स्नातक स्तर की है, वे सभी छात्र/उम्मीदवार ही योजना के तहत लाभ प्राप्त करने के लिए पात्र होंगे जो स्नातक स्तर का कोर्स को पूरा कर चुके हों या स्नातक डिग्री कोर्स के किसी भी वर्ष वर्ष में अध्ययन कर रहे होंगे।
इस योजना के तहत लाभ किसी भी छात्र को दो बार से अधिक नहीं मिल सकता है, चाहे वह किसी विशेष प्रतियोगी परीक्षा में कितने भी अवसर लेने का हकदार क्यों न हो।
छात्र/उम्मीदवार इस निशुल्क कोचिंग योजना के साथ साथ अन्य सरकारी/निजी क्षेत्र के द्वारा दी जा रही कोचिंग सुविधाओं का लाभ ले सकता है,इस निशुल्क कोचिंग सुविधा में नामांकन किसी भी तरह की अन्य कोचिंग सुविधाओं को लेने से प्रतिबंधित नहीं करता है।
जहां प्रतियोगी परीक्षा दो चरणों में आयोजित की जाती है, अर्थात प्रारंभिक और मुख्य, वहां अभ्यर्थी दोनों परीक्षाओं के लिए निःशुल्क कोचिंग के हकदार होंगे। वे अपनी सुविधा के अनुसार प्रारंभिक और मुख्य परीक्षाओं के लिए दो बार तक निःशुल्क कोचिंग के हकदार होंगे। हालांकि, यदि अभ्यर्थी साक्षात्कार के लिए चयनित होता है, तो साक्षात्कार के लिए कोचिंग के अवसरों की संख्या में कोई प्रतिबंध नहीं होगा।
कार्यान्वयन का तरीका
संस्थान के द्वारा चयनित कार्यदायी संस्था वर्ष 2024 -25 में प्रत्येक बैच के लिए उपलब्ध सीटों के आधार पर छात्रों का चयन करेगा (प्रत्येक वर्ष छात्रों की संख्या में बदलाव किया जा सकता है), इन छात्रों को अपनी पसंद के कोर्स के लिए कोचिंग का चुनाव करने की स्वतंत्रता होगी।
क. चयनित किये जाने वाले अभ्यर्थियों की संख्या:
कुल चयनित छात्रों में से 40% छात्रों को कक्षा 12वीं की पात्रता वाली प्रतियोगी परीक्षाओं (जैसे रेलवे,कर्मचारी चयन आयोग की कुछ परीक्षाएं आदि) के लिए चुना जाएगा। शेष 60% छात्रों को स्नातक (संघ एवं राज्य सिविल सेवा परीक्षा आदि) की पात्रता वाली प्रतियोगी परीक्षाओं के लिए चुना जाएगा।
ख. आवेदन की प्रक्रिया:
इस योजना का इलेक्ट्रॉनिक मीडिया आदि के माध्यम से व्यापक रूप से विज्ञापन किया जाएगा, जिसमें योजना के बारे में संक्षिप्त जानकारी दी जाएगी। आवेदकों को योजना की पात्रता शर्तों के अनुसार अपनी पात्रता और उपयुक्तता का आकलन करने के बाद, संस्थान के पोर्टल यानी www.freecoachingyojana.co.in पर ऑनलाइन आवेदन करना होगा, साथ ही उस कोर्स का विवरण भी देना होगा जिसमें वे शामिल होना चाहते हैं।
आवेदन प्राप्त करने के लिए पोर्टल वर्ष में एक से अधिक बार आवेदन प्राप्त करने के लिए खुला रहेगा।
आवेदकों को अपने आवेदन पत्र के साथ निर्धारित सहायक दस्तावेज अपलोड करने होंगे(यदि आवश्यक हुआ तो)।
कोई भी ऑफलाइन आवेदन स्वीकार नहीं किया जाएगा। निःशुल्क कोचिंग सहायता के लिए केवल सभी तरह से पूर्ण ऑनलाइन आवेदनों पर ही विचार किया जाएगा। सभी अधूरे आवेदनों को सरसरी तौर पर खारिज कर दिया जाएगा। हालांकि, खारिज किए गए उम्मीदवारों के पास चयन के बाद के चरणों में आवेदन करने का विकल्प होगा।
ग. अभ्यर्थियों का चयन:
आवेदन पोर्टल बंद होने पर, उम्मीदवारों द्वारा प्रस्तुत सूचना के आधार पर, उल्लिखित प्रतियोगी परीक्षा के दोनों स्तरों के लिए पात्र उम्मीदवारों की अलग-अलग मेरिट सूचियां तैयार की जाएंगी।
पात्रता का पता लगाने के लिए आवेदनों की योग्यता के क्रम में जांच की जाएगी। जो आवेदन पूरे नहीं पाए जाएंगे या आवेदक अयोग्य पाए जाएंगे, उन्हें अस्वीकार कर दिया जाएगा।
प्रत्येक वर्ष के लिए उपलब्ध स्लॉट को ध्यान में रखते हुए, प्रत्येक वर्ष के सभी चरणों में संस्थान की बैठकों में तय संख्या के आधार पर उम्मीदवारों को कोचिंग सहायता प्रदान की जाएगी। प्रत्येक चरण के लिए अलग-अलग मेरिट सूची तैयार की जाएगी।
वजीफा/छात्रवृत्ति:
वजीफा/छात्रवृत्ति: संस्थान यदि ऑफलाइन क्लास का संचालन करता है तो कोचिंग क्लास में भाग लेने वाले जरुरतमन्द छात्रों को प्रति छात्र 500 रुपये का मासिक वजीफा दिया जाएगा। वजीफा कोर्स की अवधि तक या एक वर्ष के लिए, जो भी कम हो, दिया जाएगा। प्रत्येक छात्र को वजीफा सीधे संस्थान द्वारा द्वारा डीबीटी के माध्यम से दिया जाएगा।
विशेष भत्ता: विकलांग छात्र भी पाठक भत्ता, अनुरक्षण भत्ता, सहायक भत्ता आदि के लिए 700/- रुपये प्रति माह के विशेष भत्ते के लिए पात्र होंगे, बशर्ते उनके पास वैध विकलांगता प्रमाण-पत्र (40% विकलांगता के बराबर या उससे अधिक) हो।
वजीफा/छात्रवृत्ति प्राप्त करने की योग्यता: संस्थान द्वारा समय समय पर छात्रवृत्ति परीक्षा का आयोजन करवाया जाएगा जिसमे सफल/मेरिट में चयनित छात्रों को ही आर्थिक सहायता प्रदान की जाएगी अन्य किस भी प्रकार की योग्यता को आर्थिक सहायता प्राप्त करने का आधार नहीं माना जाएगा ।
योजना का प्रदर्शन और निगरानी:
सभी योजनाओं के लिए संस्थान में तकनीकी सहायता समूह (टीएसजी) स्थापित किया जाएगा जो आवेदनों की जांच और प्रसंस्करण के साथ-साथ अभ्यर्थियों की प्रगति की निगरानी में भी सहायता करेगा।
योजना का लाभ प्राप्त करने वाले चयनित अभ्यर्थियों के प्रदर्शन की समीक्षा, प्रतियोगी परीक्षाओं में उनकी सफलता या असफलता के बारे में अभ्यर्थियों से प्राप्त जानकारी के आधार पर की जाएगी।

Objective
The objective of this scheme is to provide high quality coaching to aspiring candidates so that they can appear in competitive examinations and succeed in securing suitable jobs in the public/private sector.
Courses Offered for Coaching
The courses for which coaching will be provided are as follows:
Group A and B examinations conducted by the Union Public Service Commission (UPSC), Staff Selection Commission (SSC), and various Railway Recruitment Boards (RRBs);
Group A and B examinations conducted by State Public Service Commissions;
Officer grade examinations conducted by banks, insurance companies, and Public Sector Undertakings (PSUs);
Premier entrance examinations for admissionto any other subjects that the institute may decide on from time to time;
Entrance examination for the National Defence Academy and Combined Defence Services.
Allocation of Seats for Various Competitive Exams
Of all the available seats, 60% will be reserved for courses that require graduation as the minimum qualification. 40% of the seats will be reserved for courses that require Class 12 as the minimum qualification.
Eligibility Criteria for Students Applying
All aspiring students whose total family income from all sources is ₹8.50 lakh per annum or less and who are not availing benefits from any similar scheme of the institute are eligible for benefits under this scheme. The income declaration of self-employed parents/guardians should be in the form of a certificate issued by the Revenue Officer; employed parents/guardians are required to obtain an income certificate from their employer. Employed parents/guardians should obtain a consolidated certificate from the Revenue Officer for any other additional source of income.
Students must have obtained the minimum marks in the qualifying examination for the competitive exam for which coaching is sought, as specified in the guidelines of the said competitive exam. However, if the student has not yet appeared for the said qualifying examination, or if the student has appeared and the result has not been declared, the marks obtained in the board/degree examination immediately preceding the qualifying examination will be considered. If the number of eligible applications received exceeds the given slots, selection will be made in descending order of marks obtained in the qualifying examinations.
For competitive examinations for which the qualifying examination is Class 12, the benefit under the scheme will be available to the candidate only if the candidate has passed Class 12 or is studying in Class 12 by the date of availing the benefit under the scheme. Furthermore, in the case of those competitive examinations for which the qualifying examination is graduation level, only those students/candidates who have completed the graduation course or are studying in any year of the graduation degree course will be eligible to receive benefits under the scheme.
The benefit under this scheme cannot be availed by any student more than twice, regardless of how many attempts they are entitled to in a particular competitive examination.
Students/candidates can avail coaching facilities offered by other government/private sectors along with this free coaching scheme; enrollment in this free coaching facility does not restrict them from availing any other coaching facilities.
Where the competitive examination is conducted in two stages, i.e., preliminary and main, the candidates will be entitled to free coaching for both examinations. They will be entitled to free 1 coaching up to two times for the preliminary and main examinations as per their convenience. However, if the candidate is selected for the interview, there will be no restriction on the number of coaching opportunities for the interview.
Method of Implementation
The implementing agency chosen by the institute will select students for each batch in the year 2024-25 based on the number of seats available (the number of students may be subject to change each year). These students will be free to choose the course they wish to receive coaching for.
Number of Candidates to be selected:
Out of the total selected students, 40% of the students will be selected for competitive examinations for which the eligibility is Class 12 (such as Railways, some examinations of the Staff Selection Commission, etc.). The remaining 60% of the students will be selected for competitive examinations for which the eligibility is graduation (Union and State Civil Services Examinations, etc.).
Application Process:
The scheme will be widely publicized through electronic media and other channels, providing a concise overview. Applicants, after evaluating their eligibility and suitability according to the scheme's criteria, must apply online through the institute's portal, www.freecoachingyojana.co.in, also specifying the desired course.
The application portal will be open for submissions multiple times throughout the year.
Applicants are required to upload the necessary supporting documentation with their application forms (if applicable).
No offline applications will be accepted. Only fully completed online applications will be considered for free coaching scheme assistance. All incomplete applications will be summarily rejected. However, previously rejected applicants can reapply during later selection rounds.
Selection of Candidates:
Preparation of Merit Lists: After the application portal is closed, separate merit lists will be prepared for both levels of the mentioned competitive examination based on the information submitted by the candidates.
Eligibility Verification: Applications will be scrutinized in the order of merit to determine eligibility. Applications found to be incomplete or candidates found to be ineligible will be rejected.
Coaching Assistance: Keeping in mind the available slots for each year, coaching assistance will be provided to the candidates based on the number decided in the institute's meetings in all stages of each year. Separate merit lists will be prepared for each stage.
Scholarship/Stipend:
If the institute conducts offline classes, then needy students attending the coaching classes will be given a monthly stipend of Rs. 500 per student. The stipend will be given for the duration of the course or for one year, whichever is less. The stipend will be given directly to each student by the institute through DBT (Direct Benefit Transfer).
Students with disabilities will also be eligible for a special allowance of Rs. 700/- per month for reader allowance, maintenance allowance, assistant allowance, etc., provided they have a valid disability certificate (equal to or more than 40% disability).
The institute will conduct scholarship exams from time to time. Only the students who are successful or selected on merit in these exams will be provided financial assistance. No other type of eligibility will be considered as a basis for receiving financial assistance.
Monitoring and Evaluation of the Scheme:
A Technical Support Group (TSG) will be established in the institution for all schemes. This group will assist in the scrutiny and processing of applications as well as in monitoring the progress of the candidates.
The performance of the selected candidates who avail the benefits of the scheme will be reviewed based on the information received from the candidates regarding their success or failure in competitive examinations.
